1. The reason of the product itself

(3) The goods are powder, liquid, charged and other sensitive goods: it must be clear that the probability of customs inspection of powder, liquid, electromagnetic, solid and other sensitive goods is higher than that of ordinary goods, and the customs clearance time is longer than that of ordinary goods. The customs clearance of these products is generally delayed. It is suggested that the seller must ask the recipient whether he has the ability to clear the customs before sending these products.



2. The reason of the agent or the owner itself


(1) The complete information of the goods is not standardized and incomplete: The agent or shipper himself fills in incomplete information and documents, such as incorrect product quantity, random product name (such as the product itself is shoes, the declared product name is clothes), and the declared value is inconsistent with the actual value (many sellers have done this practice, in order to make the recipient pay less tax or tax exemption, the declared value of the goods is low, but if it is too outrageous, Will attract the attention of customs, resulting in customs clearance delay). If the commercial invoice is incomplete, the sender needs to provide a new, complete commercial invoice.


(2) Logistics transportation mode: In order to save the freight and earn the freight difference of the recipient, the seller chooses the logistics transportation channel with cheap price and long transportation time. The cheaper the price, the longer the transportation time, the slower the customs processing speed, and the more likely the goods are to be lost.


3. Customs reasons


(1) Customs routine inspection: Customs carries out routine inspection on goods. If your goods are spot checked, you can only wait without any assistance from the recipient. Routine inspection can generally be completed within 1-3 working days. If customs considers the goods to be OK, it will be released.


(2) Tax: The customs considers that the declared value of your goods is inconsistent with the actual situation, and the recipient needs to clear the customs. If your declared value is consistent with the value of the goods, but the customs considers it different, the value of the goods can be used to prove customs clearance. If the declared value of your goods is inconsistent with the actual situation and the customs finds that it is low or high, the recipient needs to pay the duty.


4. Reason for the recipient


(1) Unwillingness to pay taxes: the goods need to pay taxes, the tax is too high or the tax exceeds the value of the goods themselves, the recipient is unwilling to pay high taxes, does not pay taxes to clear the customs, the goods are stored in the customs, after the expiry of the clearance period, the customs auction or refund.


(2) The recipient has no relevant documents: if the recipient has no import license, the recipient cannot provide the required customs clearance documents, resulting in the delay of the goods to clear the customs.


(3) Swindler buyers: Some foreign swindler buyers, in order to get the goods for free, deliberately do not clear the customs and do not pay taxes, so let the goods have been stored, and then deal with the tax issues with the seller. Or do not sign for the goods, because knowing the goods return freight is very expensive, the sender is not willing to return the goods, the recipient tells the sender to return the goods, so there is reason to demand the goods for free. Or buy a variety of products at a time, choose small package series logistics transportation, we all know that small package transportation is slow, logistics information update is slow, or even no information, cheater buyers even if they receive the goods, can also tell the sender did not receive the goods, ask for a refund.


5. Other reasons


(1) Environment: such as customs strike, port workers strike, airport workers strike, logistics personnel strike; Or natural disasters, wars.


(2) Policy: Some countries have slow customs clearance speed, slow clearance efficiency and complicated customs clearance procedures, such as Brazil. Or how the corresponding national policy requires customs clearance.
