The mode of double customs inspection should be reformed!

View:116On March 15. at the inspection site of Tianjin Port Container Terminal Co., LTD., the customs officers of Tianjin Xingang Customs under Tianjin Customs completed the inspection of a batch of coconut shell fiber silk, which is the first batch of goods inspected after Tianjin Customs implemented the reform of optimizing the two-person inspection mode.
Tianjin Customs inspected a batch of imported coconut husk fiber for the first time after implementing the pilot mode of optimized two-person inspection.
According to the 2024 Government Work Report, we will accelerate the development of an international logistics system, build a smart customs, and help foreign trade enterprises reduce costs and improve efficiency. In order to further implement the requirements of smart customs construction and continuously optimize the inspection operation mode, Tianjin Customs has actively undertaken the pilot work of optimizing the two-person inspection mode according to the requirements of the General Administration of Customs.
In the new mode, the mode of "double inspection + review by shift chief" of manual inspection is adjusted to the mode of "simultaneous inspection by multiple people + review by business backbone + review by shift chief". For example, in the past, six inspectors had to work in pairs and could inspect three shipments at the same time. After the reform, one person and one group can now carry out inspection, one business backbone can carry out mobile inspection and review, and six inspection personnel can inspect five parcels of goods at the same time. After the implementation of this optimization mode, the manual inspection efficiency can be improved by about 30%-40% under the condition of completing the same amount of work. At the same time, the on-site human resources of port supervision can be scientifically and reasonably deployed to effectively improve the quality and efficiency of port supervision.
In order to implement the requirements of the pilot reform, Tianjin Customs selected relatively independent centralized inspection sites that have achieved full coverage of video surveillance to carry out the pilot, so as to ensure full coverage of surveillance cameras, which can carry out real-time monitoring and retrospective inspection of the inspection process in an all-round way. At the same time, the inspection personnel wear audio and video law enforcement recorders throughout the inspection process to film and record the certificate. In addition, the business backbone inspects and reviews the on-site operations, timely guides and solves difficult problems in the inspection process, supervises the execution of inspection instructions in place, ensures standardized and efficient law enforcement, and improves the efficiency of customs inspection.
