1. What does AMS mean?

AMS English full name is Automated Manifest System is the United States automatic manifest system, applicable to the United States commodity import information manifest entry system. Also known as the United States Anti-Terrorism Manifest System, the declaration is also known as the anti-terrorism manifest declaration. Including the details of the imported goods, the real owner and consignee information, etc., and this information must be reported to the carrier 48 hours before the ship, and the carrier must apply to the United States Customs through the AMS system 24 hours before the ship. In 2019. China also implemented a manifest system, called the new manifest system of China Customs, and the inbound and outbound highway manifest system, and the principle is the same.

2. What does ISF mean?

ISF is the full name of Importer Security Filing, which means the import security declaration of the United States, also known as 10+2 declaration. Goods imported from the United States need to be declared to the United States Customs 24 hours before shipment, except for the 12 items of information in the AMS accident. Among them, 10 items of information are sent by the importer, freight forwarder and shipping company, and two items are the data attached by the shipping company.

10 items of information (the first 8 items should be sent 24 hours before shipment, the last 2 items should be sent 24 hours before arrival and the modification action should be completed) :

1. Tax ID of the US consignee;

2. Customs registration number of the importer in the United States;

3. Name and address of the buyer;

4. Name and address of the seller;

5. Name and address of the company to which the goods are delivered;

6. Name and address of the manufacturer;

7. Product origin;

8.HS Code (first six)

9. Loading address;

10. LCL company and address.

The other two pieces of information include:

1. Dissemination of stowage plans;

2. Loading container status information;

3. What is the difference between AMS and ISF?

AMS is mainly to declare the information inside the bill of lading, while ISF is to supplement the information declared by AMS, and complete the new 10+2 items of information without changing the AMS rules. ISF information is mainly information that reflects the operation of the entire supply chain, effectively reflecting its entity information, including the buyer and seller, as well as the complete information of the carrier.

For AMS declaration, freight forwarders usually collect cargo information in advance, while for ISF declaration, information must be collected before booking. The freight forwarder can help declare, but it must provide the correct and complete information in advance. If the information needs to be modified after submission, there will be a modification fee. If the data is not submitted in time, or there is a misunderstanding resulting in a change fee, resulting in customs clearance delay or even a fine. AMS/ISF late or missed delivery will incur a $5.000 penalty, which can be waived by appealing.
